Merit based aid is usually awarded through individual colleges themselves to attract specific students.  These awards can be based on academics, SAT scores, diversity, or specific needs of the college.  

Division I and Division II colleges can offer athletic scholarships specific to a sport.  Division III schools cannot offer sport specific scholarships, but can offer general aid.
